My read is that this is a familiar Washington housing posture — protect the politically durable accounts, squeeze the rest, and call it balance. The bill matters because these line items shape what actually gets built, preserved, and subsidized on the ground, especially when the capital stack is already tight. I’d watch the public housing cut and the inspection enforcement language closely; both signal that Congress is willing to demand performance, but not necessarily match that with the resources needed to fix the underlying shortage.
